Design And Implementation Of Lncorrupt Warning System Of Deyang Commission For Inspecting Disciplines

As the important basis to implement the early warning mechanism for the government, the early warning information system is attracted more and more attention by relevant departments. Currently, the Commission for Inspecting Disciplines of Deyang is managing the information about the complaint cases in Deyang by using the management system of complaint and prosecution of the commission for inspecting disciplines and the supervision of Sichuan which is co-developed by the Commission for Inspecting Disciplines of CPC of Sichuan, the Complaint Letters Office of CPC of Dazhou and the Computer Research Institute Under the Applied Physics Research Institute of China, aiming mainly at registering and handling the individual reports through the complaint letters. However, this system cannot create dynamically the personal incorruption information by using the data processed through the complaint letter.The thesis intends to collect the data of letter kept in the original system for further analysis and use, and sets up scientific index of early incorrupt warning. In these ways, we can program the systems formulated by the correlative commission for inspecting disciplines and supervision organs. Giving warning lights to those in violations of the law and of discipline in accordance with their seriousness, we can ensure the automatic incorrupt warning on those who are supervised, give a forecast and a prior watch to the petition letters against some of the Party members and cadres in the city, thus making up for insufficient information in the management system in order to upgrade its practicality.First, the thesis explains the development background and application of early incorrupt warning information system, analyses its requirements in its objective and its data source and designs its functional modules and database in light of the disposing procedures. Second, it presents the development in system and Delphi integration. It also introduces some Windows information mechanism and Hook through which the data are obtained, the full design, the main functional modules for system as well as the data function. Finally, the thesis shows the running of the system.Currently, the system is being popularized and applied among the Complaint Letters Offices of the Commission for Inspecting Displines in the districts and counties all over Deyang. Its application is helpful to making full use of the information of the letters, raising efficiency so as to achieve the desired results.
