Study On Intelligence Early Warning Based On Emergency And Crisis Management

In the Internet environment,in pace with transformation of international relations and social transformation,a variety of complicated information are filled in the Internet that makes the explosive growth of information to be information ocean,which are making many kinds of hidden information spread wantonly and various harmful hazard events spawned.It occurs much big challenges to the emergency and crisis management.Based on the present situation,the first level this paper has carried out the feasibility analysisl,which includes the comparative analysis of the consistency and difference of emergency management and crisis management,the information of emergency management and crisis management early warning work status,and intelligence and early warning in the environment,functional requirements and operational processes of the fit.The second level,from the perspective of the practice of intelligence early warning based on the web text mining knowledge discovery model and linkage sharing of information early warning mechanism,knowledge discovery model has hot theme discovery,emergency identification and Internet users emotional analysis,And the case analysis,intelligence early warning mechanism has intelligence integration,early warning information judgment,early warning disposal and release,early warning feedback and evaluation,intelligence and early warning sharing and communication mechanism.Based on the intelligence and early warning mechanism and the knowledge discovery model of emergency and crisis management,this paper constructs an intelligence early warning platform based on linkage and crisis management.Based on the information acquisition method of text mining,it can realize System platform for information monitoring,information analysis and evaluation,early warning management and other information needs,and platform information within the information,technical support,functional level,environmental interaction and other aspects of the assessment,to promote the platform structure adjustment and expansion.The study of the text aims to provide reference for therealization of emergency management and crisis management of information and early warning work and research.
