This study achieved the following results and conclusions:1) Analysed the shortcomings and deficiencies of traditional WebGIS, and on this basis, we propose to build a system based RIA solutions.2) Solved the system development in key technical problems. For example, Flex development of custom components; FSH integration framework between the layers; problem Flex cross-domain access.3) Used Flex and J2EE related technologies, designed and implemented based on the general framework for RIA development of WebGIS system for land-related WebGIS system development reference.4) In Adobe Flash Builder 4.5 environment initially completed the design and development of the system, the system fully embodies the characteristics of RIA applications:friendly interface, rich experience and immediate response. RIA-based WebGIS WebGIS relative to the traditional B/S mode, and more practical.
