With the emergence and development of the Internet, it provides people a broader spaceto exercise the rights of free expression. When people are enjoying the freedom of networkfully, we should take on the responsibility for the healthy development of the network at thesame time. And face to all kinds of misconduct of cyberspace, we need to burden the moralresponsibility. Integrity is the most fundamental and important moral responsibility in thenetwork society. However, the credit situation of the reality and network society make usdissatisfied. In recent years, with the development of network and the increasing number ofInternet users, the phenomenon of personal credit deficiency in the network society seems tobe worse. It not only affects the normal communication of the network society, but also has anegative impact to the real social life. We must pay more attention to it and try to find out thesolution to it. Therefore, this article is divided into five parts to discuss this problem.In the part of preface, this paper introduced the background of the selected topic and thesignificance of the study. And then it displayed the topic and keywords of the article, it made aliterature review, gave a brief introduction of the research method, the basic framework andinnovation.The second chapter is to define the concept of expression on the internet. At first, itinvestigated and analyzed the concept, the form and the feature of the network of speech.Secondly, it clarified the relationships between concepts and discussed the understanding ofthe relationship between free expression on the internet and Obligations of Integrity.The third chapter analyzed the causes and the integrity of present situation of the freeexpression on the network. It summarized and introduced various forms of misconduct ofexpression in our network society at present; next it analyzed the loss cause of misconduct ofexpression on the network from some aspects include the network ethic consciousness, socialenvironment and the network itself.The fourth chapter mainly analyzed the limitation and regulation of the moral and legalrestrictions on freedom of expression. It described the general principles and specific limits ofrestriction on freedom of expression firstly. And then it analyzed the regulation to freeexpression from a legal point of view. Thirdly, it gave a brief introduction of legal restrictionsabout expression online extraterritorially. Meanwhile, it exampled some legal restrictionsabout expression online in China so that to hope to draw some inspirations from theseexamples to regulate the expression online.In the last chapter, this paper put forward some tentative opinions to build our integrity and morality construction of network expression. Therefore, to control the phenomenon ofcredit deficiency about network speech currently, we must set out from the ethical standard ofreal society, and combine the characteristics of Internet society to construct a set of systematicand perfect system of the moral norm network. At the same time, to strengthen the intensity ofthe network education of integrity, we could cultivate the netizens’moral self-discipline,What’s more, we through technological innovation to control and monitor the information ofnetwork, to improve and establish relevant laws and regulations of network speech. Onlyfrom such various aspects of comprehensive consideration, we can really make the solution tothe problem of integrity in the network society get work.
