At present, many freshwater lakes have been polluted in some degrees, and the lake’s ecological equilibrium is gradually being in state of imbalance. Monitoring is a good preventive and control measure. The traditional monitoring methods are widely used in various places, but those ways are lack of a comprehensive、timely grasping. However the environmental remote sensing monitoring is rich of quick、wide range and a good emergency response、even tracking some types of unexpected events. GIS (Geographic information system) is good at collection, management and analysis for the spatial data. The data of RS (remote sensing) is the most reliable data source, so the combination of GIS and RS is becoming widespread and common. The data is the blood of GIS. How to effectively organize and share remote sensing data is a very important part. This paper is focus on water body monitoring for web publishing system. Both spatial database and WEBGIS technology are consideration. The primary works are outlined as follows:This paper first discusses the principle of spatial database design. Considering the characteristics of non-structural、dynamic、complex with spatial data, one solution to a data management is proposed, which includes the concept of structural design、logic design and physical storage structure design. With the introduction to the metadata, the remote sensing image information of water body monitoring is described. The pyramid structure with block-based is discussed.Then for the sake of the business and application respectively, it discusses system design and detailed design of the system. Considering the existing business support module, it expands the data management and sharing capabilities. Some functions are explained in detail:browsing and query of spatial data, statistics and analysis of data management. The GeoTools is very important to the system, and the component of image access and display that can be basically to meet the needs of business production are improved. The system security and reliability are devised.Finally the methods for realizing key techniques have been discussed.It realizes the water body monitoring for web publishing system which bases on data source from the environment monitoring satellite I. In the meanwhile, the features and achieved functions of the system have been analyzed. It focuses on the representative region of Taihu,whose data also serveves as testing data.The actual operation situation shows that the system achieves releasing monitoring data, implementation of effective management of relevant business data and further make foundation for prediction of data.
