As a remote control system, the civil air defense alarm system is used to transmit anti-aircraft alarm signals and the air attack information to the urbanites at the war time, and it is dedicated and unreplaceble to the Civil Air Defense Department. With the development of modern electronic info technology, the civil air defense alarm technology has developed rapidly. Except for the need to transmit and control the alarm information normally, the information interaction of civil air defense alarm is also needed to monitor and feedback local work status of the alarm, and even the anti-destructive function of civil air defense alarm is also needed so as to have the ability to send alarm information twice. The anti-destructive function guarantees that the further more alarm information can be sent when confronting with the air attack from enemy, as a result, it meets the requirements during the martial and peaceful time. In recent years, the photovoltaic power-generation technology using solar energy develops rapidly with the feartures of high reliability, long life, simple maintainance, good security, clean energy and so on. It has found the wide use in the industrial and civil fields. By utilizing the store-power technology and photovoltaic effect of solar cells, the solar power is converted into the electric one and stored in the accumulators to power the load. It makes the realization of the anti-destructive function of the civil air defense alarm possible.The quasi-anti-destructive design of the civil aerial defense alarm controller in this thesis is based on the technology of the interactive information civil aerial defense alarm, and it combines solar power photovoltaic technology, power-store technology with SCM control technology to realize the quasi-anti-destructive functions of the civil defense alarm. It includes three parts charging and discharging control circuit of power supply, high power DC to AC circuit and SCM control system. First of all, the paper deals with the principles and application of the solar-power photovoltaic technology in detail. The study makes the realization of anti-destructive functions possible and feasible. Secondly it describes the design of hardware, i.e. the charge and discharge circuits of solar-power and public electric grid. It also states the principles, usage and maintainance of the accumulator. The sound use of the accumulator will provide persistent and steady power for the alarm controller to realize anti-destructive functions of the alarm controller. Thirdly it introduces the hardware design of special high-power DC to AC circuit. The UPK 5012, as the central module, can convert direct current that is stored in the accumulator into 220V alternating current to power the alarm controller. Finally it depicts the hardware design of SCM control system with TI MSP430F149 as its central micro-controller, software design of the power supply smart management, and anti-electromagnetic interference methods of software. Because of very intense electromagnetic interference on the spot, this thesis also introduces the software and hardware anti-jamming of the alarm controller.
