Wireless network planning is the foundation of wireless network construction. The quality of wireless network is determined by the accurate plan of wireless network. A better plan is also reflection on less wokload of network optimization in later stages. The more improvement the wireless network get, the wider it spread. In additional, the scale of the network construction is larger and larger. It is obvious that lots of calculating work is necessary to get the whole network’s planning results during the actual wireless network planning. In order to improve the efficiency and accuracy, we usually use the professional software as a tool to plan. The quality of the network planning is definitely decided by the quality of the planning software.As the development of the LTE network construction and the intelligent terminal, users’ requirements for high speed of transfer rate increase rapidly. LTE system will further enhance the data rate of cell edge users. It can be seen that the technologycal of data rata increase for cell edge users become more and more urgent owing to gradually mature development of the intelligent teminal. Meanwhile, the quality should be raised to a new level as the new technology is applied for the LTE system. Therefore we need to research and develop a more accurate software for the LTE system planning and optimization.This study is based on the important program of China Mobile Communication Corporation which called "Developing a Refined Planning Software Based on LTE and its’Advanced Technologies". The purpose of this program is to achieve the goal of developing the refined planning software based on the LTE and its advanced technology for to solve the problems in the process of designing, optimizing,or operating the plan, optimize and operate the physical network. This software is supposed to combines the planning and simulation work with the cloud computing to improve efficiency. This paper makes some improvement on the service model and the scheduling modules to acheive the new requirements based on the program.This paper focuses on the characteristic of data service in mobile internet such as the HTTP, the FTP, the video o the VoLTE. Based on the characteristics, this paper puts forward a new multi-service QoS model for all types of data service in the wireless network. During the research, defining the parameters of all kinds of the services based on the simulation characteristics. At the same time,doing some research on the deterministic pseudo-random algorithm which can provide random data for the service model parameters. This model can make the service model dynamical and provide more specific service model for the simulation. This part has been designed in the software for raising quality. During the past, most planning software are designed for static simulation. For doing more actual simulations on wireless network planning, this paper put forward a new type of scheduled algorithm to allocate the resources in the network based on the multi-service model. Taking all factors which can influence the system into consideration during the process of service class calculation. In this case, the system can bring a dynamic simulation on planning network. The improvements can provide the more actual and effective date for LTE network planning. It also can adapt to different communication systems by changing the setups.At the end of the work, the paper designs the software based on the research. Finally, it becomes a new planning and optimizing tool for actual and effective planning. This paper also achieve the test of the tool and provide the simulation results in the end.
