After years of construction and development, the electric power industry informatization still has such problems as complicated business process and low efficiency. However, with the rapid development of Internet and information technology, operation staffs are more and more looking forward to mobile office so that they can complete work in time, work anytime and anywhere. We can design a power application management system as what’s mentioned in this paper to simplify the operation workflow and improve their efficiency.The whole electric power application management system includes two parts. One part is web services back-end system (WSBES) with client/server structure, and the other part is web application management system (WAMS) with browse/server structure. WSBES is made of Oracle database, web service development platform, tomcat and axis2application framework. It provides workers with a variety of business support, such as user login authentication, downloading tasks, historical records inquiries, uploading results, software updates and motition track collection. Based on SSH framework, WAMS interacts with the Oracle database through JDBC technology, offering tasks assignment and personnel arrangement for administrators.This paper discusses the main thoughts from four aspects. Firstly, it introduces the key technology and the development process to achieve the system, with Oracle database, web service technology and SSH technology framework included. Secondly, the paper describes two parts of this system, WSBES and WAMS. And it explains in detail the demand analysis, total design, data integration, database design as well as the realization of each module. Thirdly, it discusses the safety of the system. Combining the security mechanism of web services the safety of the firewall and CPK-based digital envelope technology, the paper ultimately provides a security telecommunication mechanism based on combined public key (CPK) system. And the final testing results show that this mechanism is more safe and reliable than the previous one. In addition, this paper also involves web mapping technology in WAMS, which is convenient for administrators to process personnel arrangement and improve their emergency response speed. With the web mapping function, the system can store data from all employees and replay their motition—track.
