In recent years, with the development of economy, the environmental problems are becoming increasingly concerned by the people worldwide. Nowadays, the quality of environment directly or indirectly has impacts on health of the people. So, relevant departments have developed a series of laws and regulations to punish the behaviors which is harmful to the environment.Currently, we need to accurately monitor the environment effectively and report current environmental information in real time, which can make accurately identify the changes of the environment. With the increase of the environmental monitoring indicators and the amount of data, the traditional remote environmental monitoring system by using GPRS networks exposed a number of problems, such as, data delay, poor real-time. Due to the large range of environmental monitoring area and monitoring points is widely distributed, the GPRS network signals of some remote areas often appear weak or cannot be covered.Now the mobile communication technology develops rapidly. The3G network get widely spread and promotion, not only the transmission rate get greatly improved, but the stability and extensive network coverage is better.Currently, most of the environmental monitoring data transmission systems, servers still use the C/S structure of the traditional two-tier structure for data management and operations, and this structure exists many shortcomings, such as software maintenance difficulties, upgrading complex, poor cross-platform, and the information cannot be shared. By the rapidly development of Internet and computer technology, a B/S structure improved by the C/S structure is proposed for the shortcomings of C/S structure. This kind of structure can complish powerful functions which isn’t complished unless the complex special software of the original system with the browser. It has a good openness and can adapt to each kind of different platform. The client program does not need maintenance, besides for server-side development. It is easy to realize centralized control, thus overcomes the shortcomings of C/S structure exists.In this paper, in order to overcome the defects of traditional environmental monitoring system by using GPRS transmission method, we changed the data transmission method and the system structure on the reseach of3G Network Data transfer mode. Under the3G Network technology and embedded web technology which is developed in current stage rapidly, we proposes a remote environmental monitoring system based on3G Network.This system consists of the data collection terminals and the Web server. Data collection terminal contains3G transmission module,3G module is connected the internet Network via dial-up program. Web server is connected the internet network via a local router or switch. Data collection terminal is composed of environmental data acquisition module and3G transmission module, and environmental data acquisition module is to collect the environmental parameters.3G transmission module can communicate with the Web server and send the environment parameters to the server. On the one hand, web server is responsible for communicating with the field terminal; And on the other hand, it is responsible for collecting data for the monitoring center.The monitoring center access server by the Web browser and deal with various operations. Then the web server will send the processing results back to the monitoring center in the form of Web page.This paper present the hardware design of the system, and complete the design of an independent power supply module.In terms of the system software design, this work completed the platform of the embedded system software. Finally, it achieves the design of a data acquisition terminal site, the function of3G transmission and the Web page.Experimental tests show that the system can transfer data stably and reliably and achieve the expected design goal. After a simple change, this system can widely work in different applied environment of data transmission. We can get a conclusion:it has some pioneering spirit and practical value,not only in technology but also in methods.
