Under the current complex and volatile international situation, how to deal with all types of emergencies has become a place in the world is an important task facing all countries. Stage of public safety an emergency management strategies are changing, mainly by the individual to the comprehensive transformation from disposal to prevent, to strengthen risk management and the transition from the simple to the Disaster Mitigation and Sustainable Development of combining transformation swept by the government to government-led, social coordination, public participation, the legal protection of the transition from one to change the direction of strengthening regional collaboration.
