With the burgeoning urbanization in China, many serious "city diseases", especially in the field of transportation, existed and would encounter increasingly serious situation and conflicts. To this end, combining with current high-techs, in particular the research on IoT (Internet of things) sensor technology, the intelligent transportation system (ITS) was born based on various sensors (such as radio frequency, electromagnetic induction, infrared, video, etc.). Moreover, among these kinds of systems, the ITS based on video picture processing was superior to the other traditional systems, and it was also the hotspot both in transportation management applications and existing researches.As for the problem of current transportation management in this paper, a complete intelligent transportation surveillance system is studied and designed from the practical business demands of road traffic management departments. This system includes the foundational surveillance functions, such as real-time monitoring, control organization, statically analyzing, etc., as well as the intelligent judging functions, such as trajectory mining, fake plate analyzing, frequency traffic, correlation analyzing, etc., by using video image processing technologies. Through these intelligentized functions, some useful information, which are indirectly accessible, can be extracted by intelligent analysis and mining, and then demonstrated for users in an intuitive manner. It provides a more intelligent assistant tool for polices and transportation management officers, and further improves the level of road and traffic management.Finally, by the way of establishing a practical-application-similar testing environment and delivering the system to real users (police and traffic management departments) for trial, it can be verified that the system is functional, reliable, advanced, and applicable, and meanwhile, satisfied for practical requirements, more efficient for security management, and worthy to generalize through the verification results and user’s trial experience.
