Investigative reports originated from the United States, and in the1960s, it obtained further development in America and affected many countries all around the world. In1980s, investigative report was introduced to China, its functions such as supervision by public opinion and social early warning contribute to the foundation of our public discourse platform and the development of social harmony, justice and political democracy. In the21st century, investigative report continues to develop. The American website ProPubulicain won two Pulitzer Prize for investigative report news.However, under the network environment, some new problems is brought about to the development of investigative report, for example, the diverse topic sources, such as reporters finding a clue, people’s letters, private sources, online disclose, etc; the body of investigation becomes diverse and everyone can conduct investigations; reports can be collected in multiple ways with the help of internet, and the foundation of investigation report is threatened; the impact of investigation becomes irregular, particularly due to the extensive network spread, the negative impact caused by the reports are more previously. Phenomenon of the invasion of privacy and contrary to the journalistic ethics during the investigation report emerges endlessly. So, it is necessary to sort out these problems and find out the causes and methods to pave a path for the future development of investigative report.The author stands on the predecessors’ shoulders to make more scientific definition for the concept of investigative reporting and have the historical lines settled. This paper, from views of business, function, law and ethics, conducts the study and aims to suggest a lesson to the news practices. On this basis, further studies are carried out to explore how investigative reporting can develop better in the era of network times.The paper includes five parts:The first is introduction, which describes the purpose and significance of the work, the previous work and knowledge blank, the study-methods, innovation and impact of network transition period and contemporary China society on investigative reporting.The second part analyzes the concept of investigative reporting between East and West, clarifies the context of the development of investigative reporting in East and West, in which the West’s investigative reporting takes the United States as study object.The third part, on the level of business, describes the current situation and problems of investigative reports in network times, and which measures should be taken to make it develop better and better.In the fourth part, descriptions and verifications are brought about to show that investigative reporting in network times acts as a double-edged sword, which brings both positive and negative impacts to the society. In the part, it is discussed how to cancel the negative effects and keep the positive ones.The last part discusses describes the phenomenon of infringement in network times of investigative reporting. What measures should be taken to minimize the occurrence of such infringement is discussed.Investigative reporting in network times is faced with both challenges and opportunities. We should draw on advantages and avoid disadvantages, and use it as a telescope of new media to maximize the charms of investigative reporting.
