Nowadays,With the rapid development of human society,brought the prosperity ofeconomic construction and development of transportation,with the accelerating urbanization,made under construction and new development various types of construction projects is amassive increase,Project construction ship,material carrier, the passenger ship, check the lawenforcement, etc,Various types of ship number and frequency has greatly increased,thusbring many new problems are increasingly prominent,the problem to be solved. The maritimedepartment is changing from manual operation to computer intelligent operation, for somepoor areas do not have the condition, and the system which have been used is not goodenough, it is need to have a powerful supervision system.This paper analysis the condition of inland and coastal shipping, what’s more, alsoanalysis the demand of law enforcement agencies. Designed a strong function ship safetysupervision system of AIS. Through the investigation and analysis on ship transportationsystems, design the system including the six major management, such as: ship management,shipping management, business management, measure information management,geographical information management and system management.This system is designed for China’s maritime department and other shipping lawenforcement, with the purpose of provide a good commonality, the operation is simple,powerful modern ship safety regulation system for the maritime and other shipping lawenforcement in our country, effective control of ship navigation safety and property safety, atthe same time improve the workings of a maritime law enforcement personnel, improve thework efficiency.
