As a special communication network of electric power system, electric power communication network plays an important role to ensure the power system operate safely, stably and reliably. It is the transformation foundation from traditional power grid to smart grid. With the development of smart grid, power network scale is more and more large, the quantity and type of service has gradually increased. Thus, electric power communication network requires constant expansion to meet increasing needs of service. In order to guarantee power communication network strong and reliable, and achieve economic efficiency, we need to make a scientific and effective planning at the beginning of construction. With the aid of advanced computer software technology, designing a simulation system of electric power communication network will help network construction personnel make network planning scientifically and intuitively, which has important significance to the promotion and construction of smart grid.This paper mainly focuses on the power communication network planning simulation subsystem, especially the planning of optical fiber cable lines. Due to the multi-objective optimization problems, this paper develops a Genetic Algorithm based path planning method to solve the problem. It takes comprehensive factors into account, such as economic costs of network cables, the link reliability, site ring formation rate and designs. As suggested by the simulation result, this algorithm can solve the problem of planning communication optical fiber cable lines with high stability and flexibility.Based on the basic theory of software engineering, this paper analyzes the user requirements and designs the realizing the system of cable construction planning module, network resource management module, system management module and version management module in the power communication network planning simulation subsystem. Lastly, this paper draws a conclusion about the used technology in the subsystem, and prospects the future of planning and design of power communication network.
