With rapid development of security technology, the surveillance se-curity system focusing on network video recorder has begun to transform gradually from analogical type to digital video, networking surveillance and system integration. Traditional security systems develop specific ap-plication interface based on specific video recorders, the communication protocols between the security system and video recorder are more pri-vate, which causes bad performance on compatibility and scalability of the surveillance security system. In the mean time, as mobile internet grows and4G wireless telecommunication network comes to operational, mobile video surveillance technology is becoming more and more mature and stable. Multi-terminal (browser, cell phone, tablet etc), mobility (WiFi,4G), more timely needs of checking surveillance video footage are becoming even stronger. It is a trend that watching the surveillance video of a recorder device which is in a specific area with Internet any time and anywhere.In order to solve the problem of interoperability between traditional electronic systems and monitoring equipments, which results in poor compatibility and scalability, and to meet users’ needs of multi-terminals, mobile devices operation, watching the surveillance video, this paper design and implement an surveillance security system on internet based on the ONVIF protocol, focusing on the completion of the development of DP gateway, PHP-based ONVIF network library, signaling gateway and heartbeat callback mechanism, RTMP-based streamer, which realizes the communication and operation with the network recorders or cameras that support ONVIF protocol, and improve the system’s compatibility and scalability on monitoring equipment; design and execute a solution of media streaming over the Internet based on RTMP protocol, build a me-dia streaming subsystem with Nginx-Rtmp, which is responsible for the media stream transmission of surveillance camera over the Internet, and provides video streaming services for user. This solution enables users in different network environments to get access to different surveillance video in specific areas with browsers or mobile app and achieves the goal of media stream transmission across the Internet.The entire system runs on the Internet, according to the testing plan and procedure, this paper sets up a complete surveillance environment, add a new monitoring point, and runs a thoroughly test on the Internet surveillance security system, involving media services, alarm, PTZ opera-tion, DP remote command execution, system monitoring and other as-pects of the system. According to testing result, the system’s interface with monitoring equipment meets the requirements of ONVIF protocol, and the entire system achieves the design goal and implements the fea-tures, and runs well.
