| The rapid development of electronic information, economic and the continually enhancement and acceleration of the process of urbanization has brought automotive-related rapid growth of the transport sector, resulting in the increasing pressure of transport. How to effectively monitor and manage vehicles, to reduce vehicle management operating costs, and to co-ordinate the work efficiency of vehicle management scientifically, has become a hot and urgent issue of the public and government. Therefore, based on the above-mentioned aspects of the problem, this paper proposes a vehicle location monitoring system.This paper summarized the related background, its significance and research status at home and abroad and described some key points for the vehicle location monitoring and management. Through the study of the GSM, GPS, WEBGIS system-related technologies such as the principles and technical details of the proposed system design ideas, the paper specified its implementation methods. It used the Internet to monitor real-time vehicle location system with C#programming language and. Net development platform and SQL Server database. Through the development of the system needs analysis, structural design, the system needs to meet customer requirements of the premise, to facilitate the future realization of the related business processes to provide a design basis. After a detailed needs analysis and summary of the design, the basic design of the system to meet customer needs, while preliminary analytical work, but also for future work from the design of the process of programming on the basis of reference and implementation. In the detailed design process, we have in-depth business details, to understand the workflow, sufficiently detailed implementation details will be taken into account. Finally, a call to the Web Maps API to provide users with richer features, such as vehicle location, vehicle location monitoring, vehicle traveling data recorder playback, as well as the electronic map to zoom, search locations ranging and other functions.The system consists of a Web server, GSM server and car GPS terminal. This paper focuses on the design and implementation of a Web server and Car GPS terminal hardware and procedures. Combined WEBGIS technology, enabling users to open a Web browser on the web can be convenient for real-time vehicle location monitoring, geographic query.
