With continuous advancement of global cities'modernization, more and more attention is paid to the increasing traffic problems. Vehicle monitor and control system is the core part of the ITS, the aim of this thesis is to realize a vehicle monitering and controlling system based on WebGIS. The system will provide the users a software based on Internet/mobile terminal whicle which could make the users query, analyse, manage and control vechicles.Firstly the framework of vehicle monitering and controlling system based on WebGIS is discussed, and then study system, architecture design, module abstract and function module design are researched.Then,the data of the system is researched on communication, treatment and storage area. The method of data handling and transmission based on B/S model Web applications, servlet service chain and GPRS wireless communications is given.and the database is designed and data optimization technology was used. These assure the real-time capability and information self-contained capability of the system while the difficulty of system development is reduced.In order to provide high-quality vehicle monitoring service based on WebGIS,the vehicle trace is described only in client without server used JavaScript, and this technology solved the problem of the flashing Web while monitering vehicle.At the same time,in order to substantially increase the efficiency of vehicle monitoring base on WebGIS, MapJ pool, some of the page refresh and GIS browser completely process image are researched.At last, space map service of mobile phone expansion webgis is researched at the core content of mobile GIS map service in order to give a vehicle monitering software on Java mobile phone.
