In recent years, with the change of international and domestic market pattern, the competition has been becoming fiercer under the economic globalization. The cycle of product required by customer is gradually shortening. It is very difficult that shortening the production cycle and raising the output are by man-to-man way in the manufacturing industry of multi-specification small batch production. In this case, the enterprise must to be building its informatization in order to meet customer requirements and increase the competitiveness. The research topic of this paper is from the electrical institute of No.21(electrical institute of No.21which combines scientific research with production is the electromechanical integration manufacturing enterprise). And its production planning management system has been designed and implemented.In this paper, the development tool of Microsoft Visual Studio2008has been applied to the production planning management system USES. VB language combined with SQL Server database management system has been used to program, and the database has been accessed directly through the DAO to operate datum. The automatic updates of system have been realized within the local area network (LAN).Therefore, the costs of development and maintenance of software have been reduced, and the portability of system application has been enhanced. The system positioning is small and medium-sized informatization database management system in the key production process before building large-scale scientific research management informatization management system. The system main function is to realize information processing automatization of the enterprise production plan. So information feedback speed of the scientific research production has been improved, and dynamic tracking and control of project management information has been achieved. The basis for leadership decision-making has been provided, which ensure smooth implementation of the scientific research production in macroscopic view. The whole system includes process monitoring and data accumulation of the main planning process such as drawing design, commissioning process, production process, material purchasing, tooling design and machining process. All aspects of scientific research production plan are covered, involving all of the related departments of scientific research production within the electrical institute of No.21. Through the application of the system, the duplication input of datum has been reduced, and the managements among departments and inside departments have been regulated. Moreover, the blind spot of previous plan management has been made up, and the weak link of management has been enhanced. The communication and coordination among departments inside the electrical institute of No.21has been enhanced greatly. It would provide a good strong fast basis for reasonably arranging production according to scientific research production schedule of electrical institute of No.21. The management level has been improved greatly.It has been proved that the designed system in this paper is stable and reliable, the interface is simple and friendly, the data logic is clear, and the datum are safe, controllable and good scalability. The expected management goals and requirements have been achieved.
