As the world’s first coal producer and consumer country, coal has immeasurable importance on China’s energy structure and economic and social development. In the future for a long time, China’s energy structure will continue to take coal as the main body. However, the coal industry as the country ranked first in high-risk industries has led to mine incidents occur frequently and posed a great threat to the country and the people’s lives and property safety because of the particularity of the coal industry. Positive and efficient emergency rescue operation can effectively reduce the casualties and property losses. Therefore, improving the coal mine emergency rescue system and improving the emergency rescue capabilities is an important problem urgently to be solved in coal mine safety production.According to the current reality of coal mine accidents occurred frequently in our country, through studying related research results of emergency rescue capability evaluation at home and abroad and considering motivation and characteristics of mine accidents and various factors affecting coal mine emergency rescue capabilities, this paper constructs coal mine emergency rescue capability evaluation index system and evaluation model on the basis of analysis of the existing problems of the coal mine emergency rescue system in our country. In this paper, the rough set (RS) theory and support vector machine (SVM) theory is applied to the coal mine accident emergency rescue capability evaluation, and the rough set theory has been as a front system of the evaluation model. Using rough set attribute reduction algorithm, this paper gets the most critical index which can reflect the rescue capability in the premise of retaining critical information. Thus, RS—SVM evaluation model is established to evaluate coal mine emergency rescue capability. Finally, this paper puts the evaluation model into practice and tests the accuracy of the evaluation model, in order to providing a frame of reference for establishing a scientific, effective and reasonable coal mine emergency rescue capability evaluation system, and improving emergency rescue capability of mine enterprises.
