Post Evaluation On First-stage Project Of Communication Base Station Construction Project In West Development District Of A City

The arrival of information age also brings a spurt of progress of development forcommunication. But new technology and hardware resource updates fast in this field, whichmakes the competition in this industry is very fierce. If communication enterprises who wantto remain invincible must constantly improve its management mechanism and supportingfacilities, in order to provide more quality services. The communication base station is basalhardware facilities which telecommunications operators provide services for customers. Inrecent years, communication network gradually developed the direction of datamation andpacket routing, which requires the communication base station density continuously increase,and service radiation region become more wider. Therefore, communication base stationconstruction has become a key content of communication operators investment. The projectis successful or not is directly related to its benefit, profit.Project construction is an extremely complex and systemic process. In the process ofproject implementation, project implementation subject can treat the question and riskproperly or not is directly related to the progress and benefit of the project. After projectcompleted, identifying the whole process of project, making up the insufficiency, summingup experience lesson, can bring a major guiding significance for similar projects to be carriedout in the future. Post project evaluation refers to the evaluation work in the foundation ofpreoperative evaluation, interim assessment and completed acceptance on the project. Bycomparing and analysing the actual and the default indexes in project implementation andproject planning process, it obtains the conclusion that specific effects of the projectimplementation and its implementation process is exactly reasonable or not, so as to judgewhether the project is successful and make the assessment reports. Therefore, post evaluationcan measure the success of the project systematically and veritably, meanwhile, it canprovide scientific and reliable reference basis for decision-making and management for nextactivity or project. By linking up the preliminary assessment of next activity or project, itbecome an important part of modern management science in the closed-loop management.In this paper, taking the first-stage project of communication base station constructionproject in West Development District of A City as an example, we completed post evaluation related work of the project systematically and scientifically. This paper established theevaluation system for the project, selected the project objectives, project implementationprocess, the project benefit, project sustainability and project influence degree as theevaluation content, and gave the evaluation content assignment. Scoring the above five itemsby using Borda sequencing method, and calculating the importance degree, we establishedjudgment matrix according to the Borda sequence results. By solving the maximumeigenvalue covariance and eigenvectors of judging matrix, it got the relative weightsaccordingly, and made the assessment levels become more clear. For further evaluation ofthe above five items, respectively, the corresponding content is decomposed, namely tosubdivide the evaluation layer, elect two to three evaluation factors, construct judgmentmatrix and calculate their weight respectively. Finally, we got the total weight value of eachevaluation factor comprehensively. In this paper, we compared the engineering conditionswith the standard of evaluation, and gave each evaluation factors objective and impartialscoring. For non-standard items, the analysis for the reason of non-standard and preventivemeasures were given. Finally, combined with the comprehensive weights of evaluationfactors and the evaluation results of comprehensive calculation, we got the final evaluationresults.
