Electronic monitoring has been widely applied in the regions of fire monitoring, safetymonitoring of areas, military surveillance, traffic violation, traffic control and safetyprotection in public areas. The picture quality of electronic monitoring can directly affect theapplication effect of monitoring system. The actual picture effect is vulnerable to variousobjective factors. Therefore, it is necessary to process obscure pictures and improve theirquality.This paper will conduct an overall analysis on recovering algorithm of classic obscurepictures through mathematical model. On this basis, MSR (Mufti-Scale Retinex) processingalgorithm and recovering algorithm will be provided aiming to these common features ofobscure pictures such as low contrast ratio, motion blur and defocusing blur. This paperfocuses on the introduction to theories, procedures and experimental results of MSRprocessing algorithm and concrete analysis on recovering algorithm of motion and defocusobscure pictures.
