As a service-oriented network, IOV connects the vehicles, the transportation infrastructures and the back-end systems to achieve real-time information transformation services in people’s traffic travel. The IOEV is an application scenario of IOV. As the back-end system of IOEV, electric vehicle operation support system is a key component of the electric vehicle operations management. Currently the existed electric vehicle operation support system is not mature promoted, and the strong demand has driven many well-known companies to invest into the research and development of the system.This paper designed an operations support system by drawing on traditional telecommunication network BOSS system. Firstly, it achieved a unified management of vehicles. Secondly, it achieved unified management of resources like the charging stations and charging piles Also, it achieved a unified information management. The operators can easily develop personalized service for the users into different groups. Also, the system has been very clear on the role of the division, different roles with different permissions, which laid the foundation for operators divided department. Finally, the system provided enough interfaces for the development of other services.In the article, it introduced the architecture of IOV as well as some key technology used in the system, like the ThinkPHP framework and RBAC at the beginning. According to the software engineering process, firstly it focus on the analysis of interaction between entities operating procedures to clear the needs of the operational services supporting system, and based on different roles according to the needs of the operational services supporting system to determine the mapping relationship between roles and permissions system. Then, based on the needs analysis and according to the MVC design pattern, proposed the structure of the operational support system. After then, the system is divided into some modules, and it developed a prototype system by use of ThinkPHP. Finally, A detailed system testing and validation is processed by using the development of web page. At the end of the paper, the author summarized the research and development process of operational services supporting system and point out the further research needed in the future.
