The world’s resources and environment issues have become increasingly prominent, especially in developing countries, so how to allocate natural resources rationally and protect the environment has become a major task.For a long time, the electric car battery maintenance, performance analysis and monitoring relevant relied on artificial completed, there was no effective monitoring in real time, and the battery status was often affected by human factors. Especially in recent years, a number of electric vehicle accidents have clearly emerged, so battery management and maintenance is key to the development of electric vehicles. This paper was completed on the base of battery operations for electric vehicle in a city. Combining the reality of the work from the company’s operational management, the battery data was monitored and collected during used in electric vehicle by wireless network. The abnormal cells can be found early by the workers through the remote monitoring personnel via telemetry technological, even in the harsh climatic conditions, which prevents the occurrence of accidents effectively. Analyzing the system requirements and making clear the system goods, the author developed the database program and system functional module for battery management and maintenance,In this paper, design of battery management and maintenance system program was combined telemetry monitoring technology, communication technology and database technology. Through the system program, the managers can take advantage of modern computer networks inform of office automation equipment to complete battery management and battery business processes. At the same time, considering the operational characteristics and user requirements, the system uses a modular design. The system is divided into three parts, battery terminal module, communication network modules and operation monitoring module. Battery terminal module mainly collects the battery real-time data in the life cycle. Communication network module mainly completes the cell data transfer. Operational monitoring module complete the works of the data storage, statistics and analysis.
