Currently, for software companies, in particular, one of the biggest problems faced by the project contractor enterprise is unable to accurately estimate the project workload, the development cycle, and development costs, so that enterprises have to take high risk during the project negotiations, bidding, as well as the management during the development process. In order to avoid and mitigate business risk, the enterprises are obliged to take additional investment resources, postpone working time, however stressful working conditions often lead to instability quality, and which might cause a vicious circle of the project not succeed in reaching project goals.To solve this problem, to transfer the software project management from risk management to a more preliminary work-software project workload estimation is the major research goal of this thesis. Software project workload estimation is one of the core problems of software project management. Software Estimating including software size, schedule, cost, risk estimation, etc., according to which, Software development organization will be able to know how much the project will invest effectively, then to organize software development activities, without software project workload estimation or inaccurate estimation will be the major reason of failure in software development. Earlier study abroad conducted project management software, has been proposed as a method to estimate the target cost model and estimation method based on function points, etc., but due to the diversity and complexity of the project in China, it is failed to promote a wide range of implementation, domestic companies are still more rely on personal experience for software estimation, due to differences in personal experience and considerations, it is difficult to verify its accuracy, so we are not able to reuse the personal experience estimation method. In this thesis, we will aim to study the software estimation methods of the development mode of the project contractor enterprise, to ensure that the method can reach+80%accuracy, so that the method has popularization value.These days, the capability maturity level of software organization in terms of software project management (Capability Maturity Model Integration CMMI) is generally low, a lot of software development organizations is still in the initial CMMI level (below Maturity Level ML2). There is a major process areas of initial level-measurement process. It is difficult to estimate software project workload which leads to the measurement process cannot be implemented, so that a high level of quantitative project management has become a castle in the air. This thesis aims to study software project workload estimation to make a good base for measurement process, to contribute on the software project improvement.
