With the rapid development of Internet and multimedia technology, network-based multimedia interactive technology has been widely applied. As the network bandwidth limitations, The Research on high-quality and low bit-rate video compression method has become a hot, so there H.264 standard. As the new generation of video coding standard, H.264 has compression with high performance and excellent network adaptability, But H.264 access to the price advantages of computational complexity increase in the number, and this is the main obstacle to large-scale application of H.264.Based on in-depth study of the H.264 standard, for the low bit rate video conferencing, video telephony, video chat, and other low complexity and real-time requirements of the higher scene, this paper has been optimized the H.264 on the basis of the official reference model JM of H.264. Optimization of the main ways, intra prediction mode selection quick, fast intra prediction mode selection, rapid motion estimation, calculation method of the cost, multiple reference frames, the Hadamard transform, the scope of the search, multimedia instruction optimized etc. The experimental results show that, under the premise of without affecting image quality and bit-rate, after optimization of the H.264 encoder substantially reduce the complexity of computing. It can achieve real-time video encoding of CIF(352x288) format on a PC with P4 2.66G CPU and 512M of memory. Finally, on the basis of this, design a LAN, point-to-point video communication procedures. This procedure further proved the practicability of the optimized encoder.
