With the rapid development of high technology and the advent of the Internet, people arein a new age of information. It is of vital importance how to obtain the information and how toused information.As the carrier of information, video plays a role which can not be ignored.There are four important parts in video monitoring system, and they are video capture, videocoding, the transmission and reception of video. With the increase demand in the real-timemonitoring system, it is rather crucial to get real-time video with high quality.As the foundation in hardware design, FPGA plays more and more important role indesign of video monitoring system with its high speed, high desity,strong performance,low costcharacteristics and provided varietied measures for video solutions. The development platformbased on Wince5.0and ARM9has the goods of both Wince5.0and ARM9. Wince5.0ispowerful core, open, scalable strong and can award, and ARM9has great miniaturization, highperformance, low power consumption, low prices. This paper makes use of FPGA flexibility,programmability advantages, as well as ARM powerful control ability, complete the videocollection and compression module with FPGA and complete wireless transmission modulewith ARM9.Video capture module includes IIC control module, the valid video extraction module,video preprocessing module, SDRAM controller module, coding module based on IP kernel.IIC control module controls TVP5146to complete the transform of AD; the valid videoextraction module acquires the valid video data according with need of coding module; videopreprocessing module mainly completes the Y, Cb, C video data separation, this module usestwo pieces of D_RAM with the ping pong operation to complete design; SDRAM controllermodule completes the reception and release of video with ping pong of two SDRAMs, thismodule receives video data from video preprocessing module, and stores the data in a certainformat, when one frame video data is ok, this module sends video data to the videopreprocessing module; coding module mainly completes the video data compression with IPcore. The data is sent to the U6100module for wireless transmission.Wireless transmission module is designed based on development platform of ARM9 and Wince5.0, as the controller, ARM9control U6100module completes the video datatransmission; Wince5.0is a modular system, easy to use, it uses PB to set system, and it loadsthe drive of U6100, then video stream based on RTP protocol encapsulation is sent to theterminal server.
