Nowadays, the traditional police command system of Public Securityonly focus the function of audio-visual conference, and some basic commandlike data upload and download. Because of the isolation between traditionalpolice command system and the monitor system, these two systems can’texchange the video resource. For example, when accident happened, it isdifficult to combine the function of audio-visual conference and real-timemonitor directly, which is critical important for the police to make upon thedecision. Additionally, the operation of the traditional police command systemis also complicated. The system could only realize the function of monitor cut,still missing the function of controlling sub-level monitor-cutting system.Besides, the increasing complexity of the society security and themanagement pressure of metropolis security take the new challenge to thepublic security command. The thesis analysis the traditional police commandsystem, which is widely used in public security organs now, and explain boththe advantage and disadvantage of it. Considering the traditional policecommand system have some disadvantage like single function, systems datereal-time exchanging disable, and the current level of public securityinformation system, the thesis research a new police command system basedon internet protocol and Ethernet technology. Give out the analysis base thereal case and test the system feasibility through the practical application. The thesis discussed and design the modern police command systemwhich is mainly based on Ethernet and audio-visual technology. System basedon video technology, image processing technology, network technology andcommunication technology, could provide the policeman located differentplace with the applications like communication, real-time conference, dateexchanging, which finally realize the function of emergency command. Thesystem could realize the function of police command calculating, processing,command judging and real-time accident field interactive. The thesis drew theconclusion that the system will not only support the security routine but alsopromote the police command in an efficient way.
