The frequently occurring of public emergencies not only damages people’s life andproperty tremendously, but also causes a certain effect on country’s social stability. Underthe situation of public emergencies, safety evacuation of the crowd in affected is the toppriority. Besides, the information disseminates among the crowd by affecting people’spsychological activity to control the behavior of the crowd, thus affecting the safetyevacuation of the crowd. At present, the research on information dissemination ofemergencies is few at home and abroad, and it’s mainly about the dissemination ofinformation after public emergencies occur. In order to reduce the damage of the crowd inaffected by the greatest degree, for emergencies characterized by paroxysm, urgency andso on, it is necessary to deeply study the information dissemination among the crowdunder emergencies.Firstly, in this paper we summarize research status about information disseminationunder the situation of emergencies at home and abroad, besides, we also give an overviewof related theories about it.Secondly, this paper focuses on the characteristics of information disseminationunder the situation of public emergencies, and defines a differential process of informationdissemination among the crowd in affected. On the basis of Gilpin-Ayala diffusion model,we set up an information interactive dissemination model among the affected crowd underthe situation of public emergencies, and we also analyze the dynamic process of thismodel, propose and prove the safest evacuation collection point theorem. According to theconclusion of the theorem, we can analyze the cases that possible arise under emergencyof information dissemination, and our purpose is to analyze the impact of informationdissemination on the affected crowd.Thirdly, by using the dynamics of infectious diseases, we set up a dynamic model ofinformation dissemination under the situation of public emergencies among the crowdwhich helps to analyze the dynamic process of information dissemination. Based on this,the threshold of information dissemination that out of control can be got, and then the steadiest information dissemination assemble point can also be found. Besides, we makedynamics analysis for the state of information dissemination and the flow condition of thepopulation influenced by the information dissemination.Finally, we provide an example of the north Temple stampede in Ningxia City tostudy the information dissemination among the crowd. By analyzing the impact ofinformation dissemination on the affected crowd, the feasibility and validity of theinformation dissemination conclusion can be verified. The results provide a usefulreference for public emergency management in China emergencies.
