In company with the coming of full media era, the traditional newspapering is facingwith different new challenge. How to implement the in-house development strategy throughperformance assessment in the macro-environment which the industry circumstance andbasic pattern already are changed or under changing is one of the challenges faced by eachnewspapering unit.The successful application of strategical performance managementtool--balance score card (BSC) in some newspapering units provides reference for FHnewspaper office to solve its own problem. BSC breaks the complete strategic target of FHnewspaper office into each medium platform and makes the target on the head of eachdepartment and each employee in the platform layer by layer for realizing theimplementation of the complete strategic target and for promoting the realization of thecomplete strategic target.Starting with the development of newspapering units and the employmentcharacteristics of editorial staff, this paper analyzes the performance assessment presentstatus and problems of newspapering editorial staff. Many research methods, such ason-site observation, personal interview, document analysis, case study, qualitativeinvestigation, etc are applied comprehensively. The FH newspaper office editorial staffperformance assessment present status is analyzed and the existing problems forperformance assessment are appointed. Associated with the FH newspaper office strategicaldevelopment target, the FH newspaper office editorial staff performance optimizationscheme based on strategical performance management tool BSC is designed and putforward. At last, the specific implementation strategies for performance assessmentoptimization scheme are put forward.This paper is not only provide the specificoptimization scheme and enforcement strategy for the editorial staff performanceassessment of FH newspaper office, but also has certain reference value for the editorialstaff performance assessment in the same industry.
