The metering equipment of gateway for trade settlement electricity——powermeters and current, voltage transformer normal working directly relate to theeconomic interests of the power grid and power plants. It will make trading parties tobear huge losses in short term once the device accuracy exceeds the national standard.Firstly, the site metering device calibration is still in the "handwritten copy" stage andthe information can’t be delivered to the back system. Secondly, there is no effectivemanagement platform to provide timely support for the on-site calibration services.Therefore, the measurement center in northern Hebei Company develops a PDA dataacquisition system for the job needs which has functions such as filed data collection,monitoring and scheduling capabilities. The system provides a strong technicalsupport for the intelligent management of field operations.This paper designs a highly efficient, paperless, data acquisition, intelligentinformation management PDA system based on field work needs analysis. We mergethe GIS, GPS,3G three technologies together and combine them with Web Servicefor PDA software design. The staff is available to the metering point through GIS,GPS technology and the back system can monitor the location and the status ofwork-site operation personnel through3G and Web Service technology. The PDA canbe ready to receive work orders at any time, and sent back collected information whenthe network status is good.Firstly, we choose the hardware and interface, and then we use modular designmethod to design our software, each function occupies one module. We control thecalibration equipment via RS232serial port, and design the communication protocolbetween PDA and WDX-2A, and we change the traditional method through thesetechnologies. In this paper, we use SQLite lightweight database. It takes up so tinymemory that it almost does not affect system running speed. Finally, we add theoffline analysis function by which the site worker can understand the overall progressthrough the PDA and he can better plan the next section work trip.This software has been tested and put into trial operation stage, and it meets theneeds of the preliminary investigation, currently running well in some areas ofnorthern Hebei Province.
