With the national postal enterprises deepening in information construction, a number of operating systems have been put into production. Business systems such as production operations of postal integrated network central office, E-branch offices, postal transport dispatcher, express delivery track and trace, postage stamp management, electronic remittance, postal saving, etc. run on line one after another, simultaneously the national postal information level increase day after day. The computerized of internal production operations for corresponding business have realized. It has accumulated a wealth of data resources for the operation, management and decision analysis. The problem that makes the most of the business data of each system to analyze roundly and home and enhance the management level becomes prominent and urgent gradually.In view of this situation, postal enterprise build postal service metering and collection management system to realize automatism collection, audit, gather, report, account, analysis and warning of all of the information for service metering and collection. Postal service metering and collection management system base on relevant business, with systems data query, analysis and application as its core, with operation and management as its aim, will be an important means of postal management. It takes responsibility of enhancing the core competitiveness of China Post. As the sub-system of postal operation and management system, postal service metering and collection management system analysis postal business data using data warehouse and data mining, getting potential model from a lot of raw service data information, predicting customer behavior, helping business decision-makers to adjust marketing strategy using the result of data mining, reducing risk, assisting to make the right decisions. Access all of the information in the only place with data warehouse. As the data in data warehouse form according to a certain way, the information is easy to access and valuable.In this paper, I take postal service metering and collection system as a platform and introducing the application of data warehouse in this system. The paper starts from postal service metering and collection system, relying on postal integrated network, to build a metering and collection management system with national network, unified management, layered application, functional flexibility, prior forecast, controlling during the situation, analysis hindsight and data complete.With the butt of all business systems, realize automatism collection, automatism audit, automatism gather, automatism report, automatism analysis and warning of main business data, and provide management and decision support for leaders at all levels, market operators, department of finance and other management timely and accurate. On this basis, we will build other sub-system of post management. The building of metering and collection management system not only accelerate the construction progress of the business subsystem, but also promote upgrading, interconnection and resource sharing of each business system. At the same time, it has far-reaching significance for promoting recycling of business processes and management processes, raising the level of business management, continued, coordinated and healthy development of postal service.This article key analyses the business requirements and data processing for the service metering and collection management system.
