However, the constantly improving of the fiscalexpenditure system will strictly regulate those purchasing behaviors. The successof government procurement system in other areas provides reference for ASEAN’s documental information resources. However, the general measurement methodcan’t be adopted due to the special traits that the ASEAN documental informationresources are equipped with. The adverse effect could be triggered by themechanical imitation of the government purchasing system. This essay will focuson the ways about how to give full play of the advantages of governmentpurchasing system employing in the construction work of documental informationresources. The whole passage can be divided into four parts: The first part is thegeneral introduction, systematically presenting the study background, together withthe achievements that were made by ancestors; The second part are about the statement of the traits and approaches of government purchasing system with theanalysis of the stipulations and meanings of the relevant laws about theimplementation of government purchasing under the use of the ASEANdocumental information resources; The third part are based on the problem of theprocess that the library of Guangxi University for Nationalities applying thegovernment purchasing system to the documental resources of ASEAN, alsodiscusses the troubles existing in the government purchasing work of the ASEANdocumental information resources, taking both the problems about the system itselfand particularity of the ASEAN documental information resources into account.The last part will give some constructive solutions according to the analysis aboutthe former two parts.
