With the development of society and the progress of technology, the crime rate is also increasing. To solve this problem, detecting criminal behavior on time is an effective method.In order to better meet people’s needs and protect people’s safety, researching on intelligentmonitoring system has become a hot topic.Dependent on the rapid development of machine vision, image processing, pattern recog-nition, neural networks, artificial intelligence and other areas of technology, video surveillan-ce equipment are rapidly up grading, there have been more powerful, lower powerconsumption, better real-time new equipment to the market.Traditional surveillance systems requires people to monitor the video display for a longtime. Due to the limitations of human physical strength and limited energy, spending a longtime watching the monitor screen, it may produce mental fatigue and resulte in a sharp declineinattention to the monitoring personnel. For abnormal events misjudgement, it also increasesthe chance of false negatives. What’s more, the earlier monitoring system features is simpleand just passively recording live video screen, causing the system do not satisfy the requirem-ents of the monitoring operation, the different is sensitivity of the abnormal situation.To solve these problems mentioned above, the new technology combines the intelligentvideo surveillance digital video technology and FPGA design concept which has high speed,high precision and high efficiency and so on.This paper used ALERA company CYCLONE IV series EP4CE6F17C8chips and quartusII11.0to build software platform to design the intelligent monitoring system based onFPGA. This design of intelligent monitoring system can be completed independently of theimage information collection, tracking moving targets, displaying the video image, alarminganomalies, and calling related screening. Design of this system is more intelligent to avoidconsuming a large number of personnel. It also have lower power consumption, wellflexibility and more multi-module alarm mechanism, better complete exception handling,better stability and time liness.The system can do very well with the work-mode switching,real-time video capture,processing and classification storage, exceptions and exception information archived alarmwhen we simulate the system. The design also has some shortcomings in the functionaldesigns, you can add more features in order to change the image on the basis of quality, suchas3A algorithm (auto exposure, auto white balance, auto focus).
