Video surveillance is an important means of security precaution, and temperature monitoring is important in device failure detection and fire prevention. Electricity, petroleum, petrochemical and other industries have pressing needs for both temperature monitoring and video surveillance. Separately developing two independent systems for the two needs will bring high costs of development and maintenance, inconvenience in management and usage, and difficulty in data sharing and information fusion. To solve these problems, an intelligent surveillance system for both temperature monitoring and video surveillance is designed and implemented in this paper.By using infrared cameras and visible cameras to conduct joint monitoring, and using infrared temperature measurement algorithms and video analysis algorithm for analysis of infrared surveillance video and visible surveillance video, the system realizes temperature monitoring and intelligent video surveillance dual function. The system also makes full use of visible video monitoring and infrared video monitoring complementarity to extend its functionality. When detecting the temperature abnormality occurs, the system will save and manage the video in a period of time before and after the anomaly occurs. These videos are usually able to clearly reflect the causes and consequences of temperature anomaly, so, can help technicians quickly to diagnose the cause of temperature anomaly. When the lighting is insufficient at night, the visible light camera is not properly monitored. Infrared cameras use infrared light from the object to monitor, so it is not susceptible to lighting conditions and bad weather. Using visible and infrared imaging cameras to conduct joint monitoring,24/7 monitoring can be achieved.Design and implementation of the system will be described herein, mainly from aspects of hardware, software, database, communication protocol and reliability design. In the aspect of hardware, the system is based on IP network, and consists of five function modules:video capture, alarm input, alarm output, video storage and forwarding, management and analysis. In the aspect of software, the system is developed with Qt application development framework. Using service separating and database read/write splitting design, based on C/S architecture, the system obtains a good performance and scalability. In the aspect of database, the system uses QtSql modules and standard SQL statements for Database Development, so obtains a good database compatibility. PostgreSQL is a good stability, superior performance and free open source database. Selecting it as the database system not only meets the system requirements and reducing costs. The system use the way of sub-library and sub-table for database optimization, so, improves database load pressure and improves the efficiency of querying data and writing data. In the aspect of communication protocol, the system selects TCP as its transport protocol and JSON as its data serialization protocol, also designs a high efficiency and anti-interference ability method for TCP byte stream message framing. Using the feature that JSON can be nested, the system communication protocol is designed to be an open set of protocols, and allow to add new message types to extend the communication protocols to meet the needs of system extensions. Besides, in order to improve system reliability, the system achieves fault tolerance mechanisms for system key nodes.Designed and implemented properly, the system finally obtains efficient performance, high reliability, excellent scalability and extensibility.
