Modern science and technology is changing quickly, space requirements for modern society is keep increasing, the building of public institution is a large part of the modern building. For buildings of public institutions, people only pay attention to the cost of construction and design of the buildings, the operation and the maintenance costs of the buildings of public institutions are often ignored by people, these costs caused the waste of greater energy and human resources. To the energy costs for public institutions problems, people find the corresponding solution, it is the birth of the energy efficiency monitoring system of public institutions. The energy efficiency monitoring system of public institutions can replace human labor. It can realise the monitoring to the energy consumption of one building in a period of time, further to realise intelligent control of building energy consumption, so people can save a lot of human resources, through reasonable control strategy, it can improve the use of building energy efficiency. This system can achieve the goal of building energy efficiency increased by10%~30%, up to50%. For the monitoring and control system of energy efficiency in public institutions, in this paper, the main work is as follows:(1) This paper studies the the background and significance of the energy efficiency monitoring system of public institutions, analysis the development trend of the energy efficiency monitoring system of public institutions at home and abroad. Involved in making the "Energy saving optimization control interface standards of public institution", in this design,"Energy saving optimization control interface standards of public institution" is the basis of the energy efficiency monitoring system of public institutions. At the same time, the design and practical application of "Energy saving optimization control interface standards of public institution", mainly to verify the content of device properties and attribute identification.(2) This paper studies the public institutions energy efficiency in the background and significance of the monitoring system, summed up as the underlying hardware, middle-level client, PC monitoring system, which are the combination of the three major aspects, analyses the respective role and the link between the three parts.(3) Developed development process of energy efficiency monitoring system of public institutions software, system software is designed, including the selection of software development environment, the establishment of the database, the implementation method of monitor software. According to the development process analysed the effect of software, summarized the software.(4) This paper introduced the energy saving control strategy of central air-conditioning, developed for the control strategy of air conditioning cold quantity allocation. Realised the Matlab Simulation of the air conditioning cold quantity allocation, the simulation process is designed, set up the Matlab Simulink simulation model for the central air conditioning, set up the simulation parameters, and the simulation results are analyzed.(5) This paper designed a BACnet/IP to KNX gateway module, including the design of power supply, a MCU, a storage part, phys KNX part of the circuit diagram, illustrates the design method of circuit diagram and chip selection.
