Building energy consumption accounted for 27.8% of social energy in China, heating energy consumption has accounted for about 65% of building energy consumption in northern cities in winter. As an indispensably important part in building energy, heating energy is closely related to low carbon economy and energy conservation. We mainly apply central heating in winter heating in northern China, it not only consumes large amounts of coal but also causes severe environmental pressure, so there is huge room for energy saving. Not only the heat efficiency problems in the heat source, but also the heat losses during transmission, more about heat balance and the rational use of heating problems with end-users.It is difficult to meet the different heat demand in a mix network. It causes negative results of poor heating and energy wastage, including enthusiasm and lack of comfort. The root causes is the lack of the appropriate regulation and appropriate measures in proper position. In accordance with the experience of foreign central heating, household regulation is an effective means to solve this problem. However, the relevant technology has not yet succeeded in domestic household meter, so it is difficult to effectively regulate in the end. As the lack of heating regulation meter and heat measure meter system in key position, this caused the lack of number for managers to control and manage.The article researched on the problem of user's reasonable heat using and established model of district heating control system, By the essential platform of heating regional control and measurement (household meter), through the development of control strategy, divided the building into sections according to different functions for use, divided into heating period and the frost period, dynamic adjusting the temperature of return water in pipe network in heating period, increase the temperature difference between supply and return water, improve the quality of heat supply and thermal balance; Applying the way of climate compensation in frost period, Intermittent heating according to the external environment temperature to get the energy-saving effect in premise of safety; Using intelligent mode switching when convert the frost period to the heating period, to ensure that the indoor temperature quickly rise up to the specified temperature within a specified time.The system realizes the time-heat, frost channeling heat, mode switching, data transmission and metering and other functions, not only achieve the energy saving, but also create a more comfortable living environment.For instance a university project analyzed the application of regional control of energy-saving system. This example works in the heating system (non-winter break), after the introduction of floor meter the school heating saves a percentage of 16.42%; in office buildings saves a percentage of 17.4%; in dormitory building saves a percentage of 15.82%; This shows that using district heating control devices has a good energy saving when household metering technology is not yet completed, it positively improves the energy efficiency and plays a positive role on research for building energy consumption.
