The development of technology leads China's mobile communications business into a rapid-developing era, followed, energy consumption is increasing sharply. Of the total number, energy-consumption in mobile telecommunication base station (TBS) accounts for over 70%. TBS is the hub of telecommunication system, with a huge amount of internal telecommunication equipments, it generates heat seriously. The environmental paramenters of TBS, such as internal temperature and humidity, cleanliness, not only directly affect the reliable operation and service life of telecommunic equipments, but also relates to the smooth traffic and safety. Therefore, the operation and management of the TBS's air-conditioning system is one of the key measures to promote TBS's energy-consumption and achieve energy conservation. Because of the TBS's characteristics, it's difficult to test and measure its thermal properties. So, simple and efficient analysis tool is needed, which includes the settings of building envelop thermal characteristics, the selections of the HVAC equipments, the uses of natural source and other factors, from the integrated perspective, analyzes and appraises the energy-consumption of TBS systematically.According to the relationship between energy-consumption and building envelop of the TBS, based on the characteristics of TBS's building envelop, combining with the data in actual operation, the software of dynamic prediction evaluation especially for TBS has been developed in this paper, and the dynamic simulation for four main types of TBS's year-round energy-consumption is done in extreme cold and cold regions, then the energy-saving model of building envelop is analyzed. The main contents are: (1) the development of the software of dynamic prediction evaluation especially for TBS, and the validation for it; (2) to select the typical TBS for measuring and analyzing its energy-consumption; (3) to make the year-round dynamic simulation for different types of TBS in extreme cold and cold regions , get the energy-saving model of building envelop.For different areas and different types of new and existing TBS, this study has its practical application and guidance, and it can provide the theoretic basis and the data support to TBS's energy-saving standards in future.
