Higher requirements have been proposed for power system communication under the complex power grid, since the diversity of services and the broadband are developing rapidly. As communication network architecture is an important part of power system carrying services. It is the primary factor affecting the grid operating. Thus, building a power communication network suitable for the complex power grid which ensures safe and reliable operation of the power grid is a meaningful research topic.Based on the demand of grid services, this paper analyses the demand and developing target of communication system under the complex power grid. With the trend of ip-based and broadband for services of power grid, this paper proposes an overall planning for the provincial power communication network. The ICT network is made up of more than one flat network. Different network has different functions and performance requirements. Thus, detailed planning are proposed to meet the communication requirements under complex power grid respectively for transmission network, service network and support network.To meet the requirements of planning and to improve accuracy and stability of traffic prediction model in the communication network for electric power, a traffic prediction method based on grey model optimized by buffer operator and particle swarm optimization (PSO) is proposed in this paper. Variable weights buffer operators are implemented for preprocessing traffic data to weaken the mutation of data. Taking the maximum grey correlation degree between prediction series and true series as objective function, based on the search ability of PSO, the fitness function is founded, which can determine the optimal parameters of gray model. Applying the improved model to traffic prediction in power communication network, a new prediction result is drawn. The prediction result shows that the improved model has higher prediction accuracy suitable for the power system.
