Along with the reform and the opening up to the outside world of our country, many domestic enterprises brought great economic and social benefits by accessing information through computer networks. Business office automation and information management are moving towards a comprehensive, efficient, paperless direction. MIS has been widely used in the enterprise’s system decision. To a certain scope and extent, enterprises have found their urgent need and problems, and timely feedback to their senior managers, so that they understand the business and the current lack of progress. Enterprise management information system (MIS) so far has not often been mentioned, people have become accustomed, MIS has been accomplished both success and fame. But the fact is that the vast majority of the senior managers hardly ever touch companies MIS, MIS subjected to the lower level staff. At the same time, business executives also hope meticulous management of the enterprises, but the reality is not so satisfied, the ambitions is not really realized.From the MIS function, status and implementation results, this paper started a detailed analysis of the MIS deficiency in point of enterprise management. Highlighted the passive vs. active relationship between MIS and people and the neglect of work plan, active work attitude, work responsibility of the people. Company’s meticulous management is not only a business division of the refinement of the workflow, organization and optimization, but the corporation and the dynamic combination between the responsibility of the staff and the workflow of the enterprise’s daily work.Based by the analysis of power enterprise’s operating post, the traditional function and the structure of MIS, this paper accented on the function and action of work plan, job work diary, reading and appraising of job work diary, enriched the function and the architechture of MIS, put forward for the first time the work plan and job work diary based MIS concepts, functions and architecture, contributed a little to the research and application of MIS.
