With the development of communication technology and increasingly demands of communications from users, telecom operators have increased their investment to improve network coverage and upgrade network equipments. In the field of communication construction, both equipment suppliers and communication carriers actively or passively adopt project management methods and tools on the actual projects. But most of these managements only focus on the project quality, progress and investment and rarely involve the study and practice about risk management. With China’s telecommunications construction has entered a period of rapid growth, technological development and competition as well as competition for market became white-hot. The communication construction projects become more and more complicated and relate to many aspects, mainly include investors, owners, general contractors, subcontractors, supervision, as well as government departments. Meanwhile, mutual influences among all of the participants make the project management more complex. Consider the uncertainty of external environment, the risks of communication construction projects are on the increase. So face the complicated macro-environment and further participants, it is the most important to enhance the capacity and efficiency of enterprise risk management, ensure a stable and safe construction environment and reduce projects construction risks.In this paper, discusses the knowledge, methods and techniques about project management and introduces the project risk management mechanism to the optical fiber communication projects. Objectively analyses the risk management of domestic optical fiber communication projects, elaborates the project risk management theories in detail, and offers great insight into the project risk identification and analysis, the establishment and evaluation of risk models, risk management countermeasures and control. All of these are based on a real project-TJ metro optical fiber communication project.The research provides a practical way to solve the problems about the potential risk analysis, processing and decision-making for optical fiber communication project contractors and make sure that all aspects of communication engineering are within the control of the risk management and the main purpose is enhance and improve the capacity and efficiency of enterprises to resist potential risk.
