In21st century, the shortage of energy has become the bottleneck of world economic development. Apart from exploration new energy, measures to reduce energy use and promote its efficiency are major solution to energy crisis. In a time of fierce energy limits, the energy efficiency of our country is still lagging far behind the developed countries. The traditional economic development with high investment, enormous consumption and emission, low efficiency has come to an end. As a result, the work of energy saving and emission reduction is a must now. Industrial enterprises are the major consumers of energy as well as the key to preserve energy and decrease consumption, but a lack of effective evaluation system has impeded possible positive changes in the field.So far, there is no well-accepted scientific assessment system to study the energy efficiency evaluation for enterprises. Most of the works are concentrated in specific preconditions, thus making them less systematic and promotable. And there is far applicable software of this kind. Concerning this situation, this paper has carried out research on comprehensive energy efficiency assessment management system for enterprises, indexes screening method, evaluation model and initiated a preliminary design of such a system.Due to the difference of energy consumption of various industries, it is necessary to establish index system for comprehensive assessment of enterprises" energy management and production-oriented energy efficiency based on industry classification. As a result, a combination of GI method and minimum mean square error is forged to create a new index screening method. This paper has also designed a new assessment model for comprehensive energy efficiency evaluation, a sort assessment model based on integrated hierarchical evaluation. It is carried out based on index screening on the basis of GI method and minimum mean square error with getting weight coefficient of first-level indexes by subjective methods and the bottom indexes by objective ways. The results are first classified and then sorted using integrated hierarchical evaluation. At last, completed analysis is carried out on the evaluation results. And a comprehensive energy efficiency assessment for iron and steel industry is studies to validate the feasibility, advancement and practicability. The enterprise comprehensive energy efficiency assessment management system designed in this paper is a synthesis of energy efficiency evaluation, energy consumption analysis, energy preservation diagnosis and potential analysis as well as strategy management, in other words, it is a comprehensive informationized decision support management system. The system is based on energy efficiency assessment, by means of energy saving diagnosis and potential analysis as well as energy management, yielding strategy to help enterprises to make energy saving progress.On the basis of theoretic research on comprehensive energy efficiency assessment for enterprises, this paper has introduced its design principles and technical specifications and carried out detailed design of development mode, system frame work, database table, function module, data interface and system security. At last, a assessment system design project is constructed on the basis of J2EE development platform, SHH framework and Web2.0. The project has adopted open structure, distributed system and modular design, which make it highly stable, extensible with flexible data interface and the ability to operate in different platforms. In line with this design, a preliminary development has been completed with the establishment of system frame and some of the functions.
