This study is a part of a research and development project for the agricultural office under the Inner Mongolia Autonomous Region Party Committee (IMARPC). Even today, the IMARPC still manually process data of the herding regions in their rural areas, which will necessarily be more time-consuming and less efficient. Furthermore, it is difficult to store and access relevant data. Sometimes, data accuracy is hard to be ensured. Under these circumstances, the IMARPC attempts to establish a modern data administration and process system so as to accomplish the goal of more efficient data collection and administration regarding the rural and pastoral areas as well as the farmers and herdsmen within the jurisdiction of the Inner Mongolia Autonomous Region. The above is the research background for the present study.In light of the project goals and requirement analysis, considering B/S pattern and MVC design pattern, the above-mentioned data administration and process system is set up by means of Java, SSH frame, database technology, flotr2automatic chart making tool, etc. The main functions of the system consist of the following:user-specific operation subject to user license; data addition, modification, deletion, statistical analysis, index comparable analysis, change trend analysis, backup, etc. The data concerning the herding regions in rural areas include the population, farming household, construction at the grassroots level, workforce, area of land and prairie, planting sector, animal husbandry, and the financial conditions of the villages.The discussion of the system design in the present study involves requirement analysis, preliminary design, prototype design, detailed design, and program implementation, etc. The research also investigates the key technology and Web application design pattern concerned in the design and application process. On that basis, a set of tangible tools and schemes for management system implementation are developed in the hope of informing the development of replicable and well-organized Web application program in the future.
