The Design And Realization Of Bank Non-tax Collection Business On Regional Characteristic Platform

Suzhou Financial Non-tax collection refers to a banking business of non-taxexpenses to be collected by bank to the Exchequer and it is led by Suzhou Bureau ofFinance. Based on the non-tax management system of Suzhou Burearu of Finance, thebusiness is consisted of several procedures such as opening cheque by non-tax unit, thecheque holder making payment to the agent bank who will conduct the relevant businessthrough non-tax system between bank and the Burearu of Finance. The non-tax revenue isderived from public service and other fiscal fund by using of state-owned property andresources by governments, public institutions and social organizations. It mainly coversfollowing items:revenue from government-controlled funds, special incomes,administrative and institutional fees, penalty and confiscatory income, the state-ownedcaptial income and other non-tax income. With few policies about government non-taxrevenue published and the rapid development of Suzhou economy, it is urgent to developthe non-tax collection system and Suzhou Burearu of Finance has made a decision ofestablishing a complete newly advanced system with high efficiency and high security. Thebank non-tax collection system requires to be upgraded with the step of Suzhou Burearu ofFinance so as to provide better financial services. The purpose of this research is based onthe requirement of the new version of the non-tax collection system of Suzhou Burearu ofFinance, to develop a set of non-tax collection system which is matched with theaccounting system at the bank.Firstly, in this essay, the requirement of non-tax collection system of Burearu ofFinance is enumerated and its procedures are introduced in detail. On this basis, thecompleted demand analysis is given and these depended on our strong platform withregional characteristics. Secondly, the development of system is divided into severalmodules, provided detail description in each module and the system was realized finally. At this time, ORACLE11g database, C and JAVA language are applied into this design,combined with efficient CICS middleware and F5load balancing technology as anoperation guard to ensure the system will be operated safety, stability and efficient.
