With the development of economy, the focal point in China banking competition has already changed from traditional business to a new way which depends on science and technology to start innovating financial business and providing modernized service. The innovation is most focused on the fields such as intermediate business and individual finance service. Recently, the commercial banks have provided some new agency services such as issuing salary, receiving electric fee, phone fee and insurance expenses, with a good feedback from customers. These new services have greatly improved the bank service and make the commercial banks more competitive in the banking competition. Finance Payment Agent System is a typical case among these products.Finance payment agent system is a specific program that is developed individually based on the middle agent platform system by the commercial banks. It is to be used to agent treasury capital payment liquidation for finance departments at all levels. The system implements the exchange between the commercial banks'accounting process and treasury payment system.It provides various perfecting services such as direct payment,authorization payment,quota management,capital liquidation and report management etc.This paper introduces the characteristics of finance payment system technology,such as data exchange between agent bank and finance payment information system by the communication method of socket,MQ and XML packet etc. The communication forepart of middle agent platform can be run various platforms by using cross-platform java. It integrated the function to process many kinds of packets. Middle agent online transaction platform is based on CICS middleware.Database system has implemented the data's safe storage and efficient management by adopting oracle. The real-time,safty and accuracy of the data exchange in the design is mainly considered..The communication forepart solves the problem of the diverse of the ways of communication joint using parameterized components and messages, through which we realize the centralized communication access. Networked applications are often much harder to design, implement, debug, optimize, and monitor than other applications. The communication forepart hides the complexity of the diverse and heterogeneous environments beneath network programming, and improves the network performance and scalability of the intermediary business platformrs to the need of the rapid expand of intermediary business of commercial banksThis paper introduces the design strategy of intermediary business platform base on XML technology and CICS middleware, and provides a methodology for implementing parameterized components that supports dynamic binding of parameters, such components then be composed to construct more complex intermediary business application. Dynamically-bound parameterized components support dynamic module replacement and need not require re-starting the system. We also implement parameterized business control flow that can be graphical designed based on the parameterized components.Finance Payment Agent System follows the popular three-layer or multi-layer C/S framework. The multi-layer framework could realize the different manage logic in the different layer, as a result detract the stress in different layer, at the same time, the different layer corporate with each other and the deal capability and maintainability has been improved.
