The21st century is the knowledge economy era; is the information technology era. In the processof economic globalization, the enterprises competition fundamentally is the competition on theorganizational learning of an enterprise. It is an urgent needs that organizational learning throughcreating a learning organization. In the process of creating a learning organization, the sharp increaseof the knowledge content in the internal and external environment has been noted. Meanwhile, theknowledge update speed brings a sense of crisis. The knowledge of the internal and externalenvironment should be systematic managed to improve the efficiency of learning. The KnowledgeBase is an important measure to implement knowledge management; is the "hardware" basis toimplement knowledge management of an enterprise.As the main implementers to construct the learning organization and the Knowledge Base ofMXT, the author analyzes the theory and practice of the learning organization, knowledgemanagement, and Knowledge Base. On this basis, specific practices of building a learningorganization and Knowledge Base is described. Then system architecture of a Knowledge Base withinthe learning organization is drawn. Functional modules of the Knowledge Base are designed anddevelopment, including how to build the Knowledge Base of the learning organization, and how touse the Knowledge Base system in an enterprise. The level and development stage of the learningorganization and its Knowledge Base could be evaluated through the fuzzy neural network. This hasconsiderable guidance and reference to similar enterprises.Today, the learning organization is the research focus and also the academic frontier. However,the current research about the Knowledge Base of the learning organization remains to be in-depth.This paper tried as much as possible to get rid of a qualitative study of the learning organization andknowledge management. Combined with the network technology and information managementdisciplines, the system design and the operation mode to build the Knowledge Base of the learningorganization could be obtained using a combination of quantitative and qualitative analysis method. Itis innovative to make the building of the Knowledge Base of the learning organization procedures,standardized, and modeling.In this thesis, an ideal solution, which has operability, practicality and efficiency, is given tobuilding the Knowledge Base of the learning organization. It also helps a lot for the Knowledge Basemanagement. Promote our enterprise into a learning organization based on the Knowledge Base Management. Get the core competitiveness in the market economy. Narrow the gap with the Industryleaders in the world.
