The study enrich the research on relationship between government and internet and government's leadership on public web opinion, and also promote government's administrative force, set up right value and provide ways to solve community problems. This paper analyses the meaning, feature, function, influence of public web opinion and government base on domestic and overseas research, give a conclusion of relation between the both, and lay foundation for further research.And then, this paper analyses the current situation of public web voice. A lot of positive public voice has favorable impact on general public. The government should ensure the position of positive opinion and correct the negative opinion which endanger the nation, disturb right society order and ruin social morality. It is import to guide the public web opinion in right way, Which concern the foundation of government. Therefore, we come to the conclusion that the public web voice need the government guidance.Before the specific suggestion, we get a detail analysis of our current policy of public web opinion guidance.
