Hydrological telemetry system is a kind of expertise that use the modern technology on the hydrological information in real time telemetry, transmission and processing, it primarily used for hydrological parameters measurement and calculation. Hydrologic telemetry system center station software receive the raw data frames which send from substations, translate and explain the original data frame, determine rationality of data, display and sent real-time data to other devices, save historical data in database and show these data by the display or printing report and chart forms to users, it is the core of the whole hydrological telemetry system.In order to improve the flood control and drought relief command and scientific decision-making, this thesis focuses on development and the future development needs of the Zhongshan City hydrological telemetry system, based on the existing hydrological telemetry system, designed and implemented a kind of hydrological telemetry system solution which is the mobile communication network-based communication channel and VHF for the back-up communications. This solution uses the current maturity of mobile communications technology to solve communication problems in hydrological telemetry system, and to achieve the automatically sending alert SMS, reply SMS query, etc. In central station software in hydrological telemetry system design and implementation, we used WEB architecture, data flow analysis, object-oriented technology, built on the . Net framework and SQL Server 2005 database platform, and resolve some complexity, such as site and its configuration, system and its configuration, and the original data frames interpretation, hydrological data access, thus establishing the architecture of hydrological telemetry system.This thesis is to achieve a common object-oriented hydrological telemetry system and central station software. According to using in water resource department and a number of hydraulic engineering of towns and districts in Zhongshan city, the results shows that: the hydrological telemetry system designs for hills, plains and other complex terrain, has positive and effective effect on accelerating hydrological data collection speed, enhancing the level of the application of hydrological data and improving flood control and drought emergency command ability.
