With the rapid development of LTE technique and the large-scale deployment of4Gnetwork, people’s demand for the user experience of communication is increasing as the daygoes. The management strategy of Neighbor Cell List (NCL) which is the core technique ofthe LTE Self-Organizing Network (SON) plays a critical role in improving network overallperformance. On the basis of SON, the article conducts thorough and systematic analysis ofthe Automatic Neighbor Relation (ANR) algorithm, and improves it. The main works arepresented as follows:1、Aiming at the existing ANR algorithm’s shortage of the inaccurate NCL configurationinformation caused by the rapid changes in the network topology, we put forward animproved weight method ANR algorithm. In full consideration of the changes in the networktopology、the types of neighbor cells and the cell load, the improved algorithm calculatesweights for every cell in the initial NCL, and ranks the cells based on their weights in order toupdate the NCL. The simulation shows that the improved algorithm improves the radio linkfailure rate、handover success ratio、NCL detection probability and other network performanceindexes effectively. The system performance improvement is more obvious when the networktopology changes frequently.2、Aiming at the existing ANR algorithm’s shortage that it just considers how to addmissing cells, but ignores how to delete redundant cells quickly resulting in loss neighborcells and multiple configuration of neighbor cells problems, we put forward an improveddynamic NCL management algorithm. The improved algorithm defines memory factor basedon the number average priority value and the increasing rate priority value by long-term UEmeasurement reports to control the cell deleting of the NCL. The simulation shows that theimproved algorithm can update the NCL more quickly to reduce the call drop rate andimprove the network overall performance.
