Energy is the foundation of the national economy. The contradiction of energy constraintand environmental problems have become increasingly prominent and wasteful use of energyand low use efficiency is an objective reality in our country. So, want to become a energysaving type society, primary job is to energy saving. Grasping the key energy consumingindustries and enterprises in energy conservation, and has the great significance to acceleratethe construction of saving society.In recent years, with the rapid growth of mobile users, the continuous improvement ofthe network coverage, base station number and size also increased sharply, which makes thenumber of network equipment in base station showing a trend of increase. And increasing thenumber of network equipment makes the energy dissipation in the base station per unitvolume growing rapidly. How much is the energy consumption, how to saving energy andhow energy-saving emission reduction effect, which requires an accurate monitoring,measurement and analysis system, and need to have a set of energy consumption monitoringand analysis system for a suitable energy, which applicable to the base station, rooms, officebuildings and business halls.This thesis in view of large energy consumption and a lot of sites and scattered,inaccurate data collection and gathering hysteresis characteristics of operators industry, andbased on the actual project a mobile operators, elaborated the design and development processof the energy management system, which applies to the base station energy consumptionmanagement communications operators.This thesis describes the project background, analyzed the present status of energyconsumption management operators in the industry and the existing problems, according tothe current situation and problems, referring to different industry both at home and abroad,and proposed solutions. This thesis using object-oriented method, described in detail theimplementation process of the system. The system adopts ASP.NET technology, using Oracledatabase and the data mining technology, thronging the method of correlation analysis, clusteranalysis, classification analysis, anomaly analysis, to find energy consumption data of knowledge discovery communications agency station. So using the data we can further topredict the station energy consumption, analysis of energy consumption is abnormal, evaluatethe energy saving effect and benefit of energy conservation and emissions reduction measures.For the operators in site selection, equipment procurement, energy saving measures etc,provide decision data basis.The system has been used in some China mobile province, from the actual usage, theenergy management system suitable for operators to use, can satisfy the using demand, andhas a good effect.
