Power generation and supply enterprissses are energy-using units, withenergy prices rising,energy conservation is not only an important guarantee forthe implementation of national energy policy to improve energy efficiency andeconomic benefits, but also the critical factor for the survival and development ofenterprises. The energy is on the basis of scientific measurement and managementfor the energy consumption.This topic aimed at the energy metering and management status of most ofthe power generation and supply companies that have already executed on energyconsumption measurement transformation, but most of them depended on manualmeasurement management or online meter-checking. After data entry,the relevantstaff can only view the scattered energy measurement data in the system,but can’tfully use them. These companies have completed energy-related data more or less,but do not know how to use them with reasona.For solving the problems of theimplementation for the detection and analysis of energy consumption, thispaper based on UML modeling,dot Net and Delphi platforms, and integrated thefunction framework,system structure, the application mode, the calculation engineand function modules of the energy measurement management system, and with theuse of SQL Server2005, accomplished the power consumption measurement andintegrated management for Dongtan Power Plant ultimately.During the development process of this subject, we collected existingstatistical data, reports to understand the real needs of the production line; throughdeeply communication with the information sector and competent leadership, wedeveloped and designed the overall framework and structure of the subject todetermine the functional modules and interface presentation. During thecommissioning process, we tracked the habits of the field staff and managers toensure that the system can be Applied.The system used smart technology to build the database, built the energyconsumption of intelligent information management system and accomplished energy utilization and accurate dynamic regulation in real time. The main functionof the system was to carry out energy consumption and the consumption of rawmaterials acquisition, reporting, aggregation and analysis, to generate dynamicdata and reports the curve, and to analysis of data to help enterprise scientific useof energy.The system began with data collection, data display, energy audits, energyconsumption data analysis of energy consumption, and enterprise data report,carried out comprehensive analysis and UML modeling from the perspective ofimplementation, operation of thermal power plant, and deeply discussed the keynodes and energy-saving approach, methods, and provided a favorable basis for thequantitative analysis of other power plant energy consumption.
